Note the plastic bags covering their shoes, worn to prevent the possibility of inadvertently carrying dust-borne radioactive isotopes out of the power station when they left. Of course, dust-borne radioactive isotopes would be a risk to not just their shoes, but especially their clothing. The "plastic bags" were more than likely to prevent the spilled radiation from entering their feet.
